I really love thinking about grown up Emily.
Low chaos Emily… I see her as hard, cunning, stubborn, maybe even ruthless and cruel, but she gets shit done. Because high chaos Corvo teaches Emily that you get your way through power, violence… high chaos Emily will have to rely on Corvo’s strength. But low chaos Emily learns that you get your way through scheming, sabotage, by quietly blackmailing or removing those who get in your way. Low chaos Emily learns that she doesn’t need to rely on the Lord Protector or the City Watch or anyone but her clever and ruthless self. Low chaos Emily will be loved by her citizens but feared by her court, the nobility… anyone who has something to lose should they cross her. They’ll remember her as Emily the Wise, after all, not Emily the Kind.
I don’t think there’s any way either chaos level Emily could turn out “good”, like her mother was good. But she doesn’t have to be a good person to be a good Empress… after all, good people get betrayed and murdered by their Royal Spymasters.
